Transport & Protocol for the Our Ocean Conference & Ocean Affairs Ministerial Meeting

2025.04.25~05.02

The Our Ocean Conference and the Ministerial Meeting on Ocean Affairs, attended by ministers and participants from over 20 countries, were held in Busan.
Although Busan has successfully hosted many international events, several challenges still needed to be addressed.
First, delegations arriving via Gimhae Airport had to manage their schedules smoothly between BEXCO and major hotels in Haeundae.
Second, shuttle buses were needed to connect the airport, BEXCO, and hotels for individual participants.
Lastly, transportation had to be arranged for some attendees traveling directly to Jeju for the APEC SOM2 following the event.
Ultimately, a well-coordinated and efficient transportation system covering the entire metropolitan area—not just within the city of Busan—was required.

“A team of local experts – GroundK’s tailored protocol transportation system”

Due to the nature of international events, delays in flights and frequent schedule changes make it difficult to predict and manage operations.
Moreover, high-level events like this require dignified and high-quality protocol services, even under complex conditions.
Additionally, shuttle services for general participants demand continuous monitoring and communication.
Considering the distances between key locations and the complexity of Busan’s traffic environment, simply adding more vehicles or assigning staff was not enough to ensure stable operations.

In response, GroundK established a metropolitan shuttle network linking Gimhae Airport, BEXCO, and Haeundae as its core strategy. To manage complex routes and unexpected events, GroundK deployed its in-house developed Vehicle Management System (VMS), building a systematic operational management framework.

“Flexible and reliable transport operations made possible by digital integration”

GroundK, headquartered in Busan, demonstrated its deep understanding of the local transportation landscape and international event operations by delivering an optimized protocol transport system during the Our Ocean Conference and the Ministerial Meeting on Ocean Affairs.
The metropolitan shuttle network connecting Gimhae International Airport, BEXCO, and major hotels in Haeundae was more than a simple transportation plan—it was a meticulously designed strategic logistics system covering route planning, demand forecasting, and flexible operations.
GroundK conducted a detailed pre-analysis of time-based traffic flows, congestion patterns by section, and key event schedules in Busan. It developed optimized operation plans per section and esured both stability and convenience with finely tuned routing for VIP protocol.

Perfect Monitoring & Quality Control with VMS

At the core of this complex operation was GroundK’s proprietary Vehicle Management System (VMS).
VMS is an intelligent control solution that integrates real-time vehicle tracking, operational status monitoring, driver information management, traffic analysis, and participant-specific transport scheduling, creating an environment optimized for handling unexpected changes.
This enabled on-site operators to make quick decisions and take immediate action during unforeseen situations, significantly enhancing overall operational efficiency.
For anticipated traffic congestion zones and times, simulations and real-time monitoring enabled GroundK to secure detour routes in advance and deploy substitute vehicles instantly, ensuring uninterrupted transport throughout all routes.
These strategic responses greatly improved the quality stability and predictability of protocol transport services.

Global Customized Protocol & Transport Service for High-level Dignitaries

International VIP flights are often subject to delays, changes in layovers, and variations in arrival times, making schedules highly unpredictable.
To address this, GroundK operated a system capable of tracking global flights in real time, integrating and analyzing live flight data from major airports worldwide. Protocol transport plans were continuously updated to reflect each VIP’s evolving itinerary.
Dedicated protocol experts were assigned to each high-level guest, adjusting airport pick-up schedules based on flight changes and seamlessly reorganizing personnel and subsequent routes.
From the moment of arrival to the end of the event, guests received flawless, customized transportation services without a single disruption.

GroundK’s operations went beyond mere transportation—this was a comprehensive experience designed to help guests feel truly welcomed by the host nation, completing the final piece of a successful international event.

“A high-end business service perfectly prepared for every contingency”

The Our Ocean Conference and the Ministerial Meeting on Ocean Affairs served as a successful showcase of GroundK’s technology and operational expertise, setting a new benchmark for international protocol transport services.
VIPs from 20 countries experienced impeccable transportation services from arrival to departure, reinforcing Korea’s global reputation for executing international events.

The integration of real-time flight tracking with personalized protocol services and the centralized control system powered by VMS enabled flawless transport operations, even under unpredictable circumstances. The metropolitan shuttle network, covering the entire Busan area, maximized participant convenience while ensuring efficient resource allocation.

GroundK is more than a transport operator—it functions as critical infrastructure that determines the success of international events.
Backed by extensive know-how and proprietary technologies, we will continue delivering stable, differentiated value under any conditions in future global engagements.
